The debate on the COPE report on the bond scam should be taken as the first item in Parliament for next year says the Chairman of COPE Sunil Handunneththi. He has said this in a letter to the Speaker. In his letter the Chairman of COPE states the Prime Minister taking advice from the Attorney General regarding the report is an attempt to bypass the duties of the Speaker. He states once a report is presented to Parliament it is the responsibility of the Parliament and the Speaker, as the head of the Parliament, should take action. The Prime Minister is the head of the government but not that of the Parliament points out Mr. Handunneththi.
